REGARDING the Insurance Act, R.S.O. 1990, c. I.8, as amended, in particular sections 392.4 and 407.1
AND REGARDING Jie Lou-Lin
ORDER TO REFUSE LICENCE APPLICATION
On July 12, 2017, Jie Lou-Lin submitted an application for a General Insurance Agent Licence under the Insurance Act (the “Act”).
On February 23, 2018, the Superintendent of Financial Services (the “Superintendent”) issued a Notice of Proposal to refuse Ms. Lou-Lin’s licence application. On February 27, 2018, the Notice of Proposal was sent by mail and registered mail to Ms. Lou-Lin’s mailing address as it appears in the records of the Financial Services Commission of Ontario. Canada Post records indicate that the letter sent by registered mail was received on February 28, 2018.
Ms. Lou-Lin had 15 days after receiving the Notice of Proposal to request a hearing before the Financial Services Tribunal (“Tribunal”) in accordance with subsection 407.1(3) of the Insurance Act (the “Act”).
On March 16, 2018, the Registrar of the Tribunal confirmed that no request for a hearing has been received from Ms. Lou-Lin or anyone on her behalf.
Subsection 407.1(7) of the Act provides that the Superintendent may carry out the proposal to refuse to issue the licence when no hearing has been requested.
ORDER
The application of Jie Lou-Lin for a General Insurance Agent Licence, dated July 12, 2017, is hereby refused.
